Testing answer.dev, can users just create question with random tags? (wish they can't need ranking or approvement) Ok, users can only pick avaiable tags from the tags list.

In Admin -> Settings -> Privileges, you can choose the reputation required level.
If you choose level-1 for you private teams, every one can create tag. If you choose other levels, there need reputation level to create.
