Are they automatically generated from codes or written maunally? I can't find any related documentation so far.

We use crowdin to manage translations, you can check out the rules at crowdin, and when you make changes to en_US, they are automatically synchronized to the other language files, but note that this is just a synchronization, and other contributors are still needed to complete the translation.
Usually we will synchronize the content on crowdin before the version is released.
