Is there a way to prevent users from adding a Tag while still enforcing its use with each question and answer?

You can add recommend tags and set "Recommend tags as required tags". After that, the user must choose at least one recommend tag.

Firstly, only the admin and the user who reaches the privileges rank can create a tag. So, you can set the privileges to a high level to prevent users from creating tags.
