Hi. Why are not all languages available in the settings even though they are in the source code? How can I add them to an existing instance?

I did it as described on this page I'm having trouble adding languages https://meta.answer.dev/questions/D1q3/E1A3, restarted the docker container and the new language was not added.
All changes were rolled back and the file i18n.yaml was exactly the same as right after installation.
