in Admin > Settings > Write maybe it would be nice to have Sticky Tags.
Sticky tags would fit category style like:
- Announcements
- Community-Support
- Bugs and Issues
- Forum-Guidelines
- Feature-Request
- Milestones
- etc
It could be placed under:

Finally i think Categories itself are often needed to clarify a post/question relation. Not sure if tags alone would fit the bill.
