Can I know how do you get tag colors in meta.answer.dev?
Where can I set those tag types?
I miss a tag manager in the "Admin" section. Should it be under "Content" menu like "Questions" and "Answers"?

There are 3 types of tags with different colors by default. You can set them in Admin -> Settings -> Write.
- Normal tags: displayed in blue
- Required tags: each question must contain at least one, displayed in gray
- Reserved tags: tags that only moderators/administrators can use, displayed in orange
Of course, you can also override the default styles by customizing the CSS in Admin -> Customize -> HTML/CSS
